CHARTER TOWNSHIP OF COMSTOCK RESIDENTS

PUBLIC HEARING ON THE GENERAL FUND BUDGET,
LIBRARY, ROAD PATROL, ROAD REPAIRS & MAINTENANCE AND SENIOR SERVICES BUDGETS
AND SPECIAL ASSESSMENT FIRE DISTRICT:

TO: THE ELECTORS AND PROPERTY OWNERS IN THE CHARTER TOWNSHIP OF COMSTOCK, KALAMAZOO COUNTY, MICHIGAN, AND ANY OTHER INTERESTED PERSONS:

PLEASE TAKE NOTICE that the Township Board of the Charter Township of Comstock has estimated the cost and expenses of maintenance and operation of the Comstock Township Fire Department for the fiscal year commencing January 1, 2026 at $4,413,782 and the cost of capital expenditures for fire fighting apparatus and equipment and housing for the same at $1,164,074

PLEASE TAKE FURTHER NOTICE that the Township Board of the Charter Township of Comstock has estimated the General Fund expenditures of the Township for the fiscal year commencing January 1, 2026 at $3,815,235

PLEASE TAKE FURTHER NOTICE that the Township Board of the Charter Township of Comstock has estimated the costs and expenses of Senior Services for the fiscal year commencing January 1, 2026 to be $768,693

PLEASE TAKE FURTHER NOTICE that the Township Board of the Charter Township of Comstock has estimated the costs and expenses of dedicated Road Patrol (law enforcement) for the fiscal year commencing January 1, 2026 to be $460,000

PLEASE TAKE FURTHER NOTICE that the Township Board of the Charter Township of Comstock has estimated the costs and expenses of Local Road Repairs and Maintenance for the fiscal year commencing January 1, 2026 to be $955,935

PLEASE TAKE FURTHER NOTICE that the Library Board of the Charter Township of Comstock has prepared a budget for the operation and maintenance of the library in the amount of $1,198,220 for the fiscal year commencing January 1, 2026.

PLEASE TAKE NOTICE that the Supervisor and assessing officer of the Township have prepared a special assessment roll for the Charter Township of Comstock Fire District for the purpose of raising sums proposed to be levied within said districts as hereinbefore set forth, which rolls are on file with the Township Clerk at 5858 King Highway within the Township.

PLEASE TAKE FURTHER NOTICE that the General Fund Budget, the Road Patrol Budget, the Road Repairs and Maintenance Budget, the Senior Services Budget, and the Library Budget are also on file with the Township Clerk at the aforesaid address and are available for public inspection from the time of this notice until the date of the public hearing hereinbefore set forth and may further be examined at said public hearing.

THE PROPERTY TAX MILLAGE RATE PROPOSED TO BE LEVIED TO SUPPORT THE PROPOSED BUDGET WILL BE A SUBJECT OF THIS HEARING.

PLEASE TAKE FURTHER NOTICE that in accordance with the order of the Township Board and the statutes of the State of Michigan, the Township arranged for publication of notice of the public hearings scheduled for Monday, December 15, 2025 at the Charter Township of Comstock Hall, 5858 King Highway, within the Township commencing at 6:00 p.m. for the purpose of considering the foregoing estimated costs and expenses and proposed budgets and the spread of such special assessment levies as shown by said levies to meet each of the foregoing costs and expenses are: 5.0000 Mills Special Assessment for the operation of the Fire Department; 2.2500 Mills Special Assessment for Capital Expenditures for said Department; 1.8484 Mills tax for General Operating; 1.0000 Mills tax for Senior Services; 0.9920 Mills tax for Road Patrol; 1.2500 Mills tax for Local Road Repairs and Maintenance; and 1.4733 Mills tax for Library costs and expenses.

PLEASE TAKE FURTHER NOTICE that appearance and protest at the hearings on the aforementioned special assessment proceedings is required in order to appeal the amount of the special assessment to the State Tax Tribunal.
PLEASE TAKE FURTHER NOTICE that an owner of party in interest, or his or her agent, may appear in person at the hearing to protest the special assessment, or shall be permitted to file at or before the hearing his or her appearance or protest by letter and his or her personal appearance shall not be required.
PLEASE TAKE FURTHER NOTICE that if a special assessment is confirmed at or following the above-mentioned public hearings, the owner or any person having an interest in the real property specially assessed may file a written appeal of the special assessment with the State Tax Tribunal of Michigan within 30 days of the confirmation of the special assessment if that special assessment was protested at the above announced hearings.

ALL PARTIES ARE HEREBY NOTIFIED TO BE PRESENT AT THE AFORESAID TIME AND PLACE FOR THE PURPOSE OF CONSIDERING THE FOREGOING AND ANY OBJECTIONS OR COMMENTS THERETO.

Comstock Charter Township will provide necessary reasonable auxiliary aids and services to individuals with disabilities with four (4) days’ notice to the Charter Township of Comstock Clerk at the address or telephone number listed below.
